Job Description:

The Monitoring, Evaluation, and Learning (MEL) Officer will be responsible for overseeing the organization’s MEL framework to track program effectiveness, ensure evidence-based decision-making, and enhance learning across projects. The role requires a detail-oriented professional with strong analytical skills to support data collection, analysis, reporting, and stakeholder engagement. The MEL Officer will work closely with project teams and partners to implement robust monitoring and evaluation systems that align with donor and organizational requirements.

Key Responsibilities:

  1. Develop and implement MEL frameworks to measure program impact and effectiveness.
  2. Design and maintain data collection tools to ensure accuracy and consistency in project reporting.
  3. Conduct regular field visits to project sites to monitor activities, verify data, and engage with stakeholders.
  4. Analyze and interpret quantitative and qualitative data to generate insights and recommendations.
  5. Prepare timely reports, case studies, and success stories to showcase program impact.
  6. Develop and manage project databases for efficient data tracking and reporting.
  7. Support teams in defining key performance indicators (KPIs), targets, and evaluation metrics.
  8. Organize and facilitate learning and reflection sessions to improve project strategies.
  9. Ensure compliance with donor MEL requirements, including USAID, UN, DFID, and other funding agencies.
  10. Provide capacity-building support to project staff and partners on MEL best practices.
  11. Collaborate with program teams and stakeholders to integrate gender-sensitive and inclusive MEL approaches.
  12. Stay updated on global MEL trends and recommend innovative methods for continuous improvement.

Qualifications and Requirements:

  • A minimum of a First Degree (Bachelor’s) in Monitoring & Evaluation, Social Sciences, Development Studies, Statistics, Economics, or a related field.
  • At least three (3) years of experience working with an NGO in a MEL-related role.
  • Strong understanding of Monitoring, Evaluation, and Learning (MEL) methodologies, including log frames, theory of change, and impact assessments.
  • Proficiency in data collection and management tools (KoboToolbox, ODK, CommCare, or similar platforms).
  • Experience in data analysis software (SPSS, Stata, Excel, Power BI, NVivo, or other statistical tools).
  • Excellent report writing and communication skills, with the ability to translate data into actionable insights.
  • Familiarity with MEL frameworks of international donors (e.g., USAID, EU, UN, DFID).
  • Strong analytical and problem-solving skills with high attention to detail.
  • Ability to work independently and travel to project sites as required.
  • Experience in capacity building and training on MEL methodologies.

Preferred Qualifications:

  • A postgraduate degree in M&E, Project Management, or Development Studies is an added advantage.
  • Experience using GIS tools for spatial data analysis.
  • Knowledge of participatory MEL approaches and gender-sensitive evaluation frameworks.
